BENIDORM will launch its Low Emission Zone (ZBE) in January 2025 following changes to its local mobility laws made last Friday.
There will be a ‘test phase’ running for up to six months to get people used to the system after which fines are expected to be implemented- at around €200.
The city’s mobility councillor, Francis Muñoz, said all vehicle owners who live in the ZBE will continue as now, as well as accessing parking in the so-called ‘Blue Zone’.

People going to work in the ZBE area can register via a phone app which will be specially enabled to grant permits.
“This will apply to class B vehicles that are not classified as non-polluting,” added Muñoz.
The councillor said that vehicles will be regulated better and won’t need to use roads in the ZBE to reach a destination.
“Thanks to the phone app, motorists will be able to check out on available parking areas and travel directly to them without going the centre of Benidorm or other restricted areas.”
Benidorm’s ZBE will cover 75 hectares of the city centre and parts of the Levante and Poniente areas,
Francis Muñoz said: “We want more space for pedestrians and make it a friendlier city without causing any trauma as many of the measures like bike lanes and pedestrianisation have all been done before by us.”
